"Dual Carbon" Target

"Dual carbon" is an abbreviation for " carbon peak" and " carbon neutrality" .
Carbon peaking refers to the process by which carbon emissions reach their peak and then cease to increase, gradually declining in the future.
Carbon neutrality means that, within a specific timeframe, the amount of carbon emitted by an object in the future is equal to the amount of carbon it absorbs.

How can we achieve "carbon peaking" and "carbon neutrality"?

Achieving carbon peak and carbon neutrality is a major strategic decision made by the CPC Central Committee with Comrade Xi Jinping at its core after careful consideration. It is an inevitable choice to address prominent issues of resource and environmental constraints and achieve the sustainable development of the Chinese nation, as well as a solemn commitment to building a community with a shared future for mankind.

In his report to the 20th National Congress of the Communist Party of China, General Secretary Xi Jinping emphasized, "Based on my country's energy resource endowment, we should adhere to the principle of establishing before abolishing, and implement the carbon peaking action in a planned and step-by-step manner." He also stressed, "We should improve the regulation of total energy consumption and intensity, focus on controlling fossil energy consumption, and gradually shift to a 'dual control' system for total carbon emissions and intensity."

With our goals firmly set and our efforts relentless, all regions, departments, and industries have fully implemented the spirit of the 20th National Congress of the Communist Party of China, deepened the construction of ecological civilization, continued to implement the national strategy for actively addressing climate change, and adopted strong policies and measures, resulting in continuous new progress in green and low-carbon development. Green development is increasingly becoming a distinctive feature of my country's high-quality economic and social development.

Implementing the "Dual Carbon" Target

We will unswervingly follow the path of high-quality development that prioritizes ecology and is green and low-carbon.

The report of the 20th National Congress of the Communist Party of China clearly defined the overall goals for my country's development by 2035, with "the widespread formation of green production and lifestyles, a steady decline in carbon emissions after peaking, a fundamental improvement in the ecological environment, and the basic realization of the goal of a beautiful China" being an important part of these goals.

How can we effectively implement the relevant plans and requirements, and actively and steadily promote carbon peaking and carbon neutrality?

Li Gao, Director of the Department of Climate Change Response of the Ministry of Ecology and Environment, stated that it is necessary to adhere to the principle of synergistic efficiency in pollution reduction and carbon reduction as the key to promoting the comprehensive green transformation of economic and social development, strengthen source governance, systemic governance, and comprehensive governance, accelerate the adjustment of industrial structure and energy structure, and form an industrial system, energy system, and lifestyle characterized by green and low carbon.

Strengthen top-level design

Integrate climate change response into the overall framework of ecological civilization construction and the overall economic and social development.

Climate change is a common challenge facing all mankind. my country has always attached great importance to addressing climate change, and is firmly committed to the path of prioritizing ecology and green development. China is an important participant, contributor, and leader in global ecological civilization construction.

In September 2020, General Secretary Xi Jinping officially announced at the general debate of the 75th session of the United Nations General Assembly: "China will increase its nationally determined contributions, adopt more vigorous policies and measures, strive to peak carbon dioxide emissions before 2030, and endeavor to achieve carbon neutrality before 2060."

Promote transformation and development

Accelerate the adjustment and optimization of industrial structure, energy structure, and transportation structure.

Once completed, the power plant will generate an average of 2 billion kilowatt-hours of electricity annually, reducing carbon dioxide emissions by over 1.6 million tons. Construction is in full swing at the Guotou Yalong River Kela Photovoltaic Power Station in Ganzi, Sichuan Province. This is the world's highest-altitude hydro-solar hybrid power station.

A single full charge can store 1 million kilowatt-hours of electricity, enough to power approximately 80,000 households for a day. In Huzhou, Zhejiang Province, the State Power Investment Corporation's integrated smart zero-carbon power plant project is progressing smoothly; this is the world's largest lead-carbon energy storage power station.

The report of the 20th National Congress of the Communist Party of China proposed to "accelerate the adjustment and optimization of industrial structure, energy structure, and transportation structure." my country is accelerating the construction of a green, low-carbon, and circular economic system, vigorously promoting green production methods, advancing energy revolution and resource conservation and intensive utilization, coordinating pollution reduction and carbon reduction for synergistic efficiency, and achieving coordinated and unified economic and social development and ecological environmental protection.
