On September 22, 2020, President Xi Jinping promised at the general debate of the 75th United Nations General Assembly that China strives to reach the peak of CO2 emissions by 2030 and strives to achieve carbon neutrality by 2060. my country's carbon peak and carbon neutrality strategy is not only a major need for global climate governance, protecting the earth's home, and building a community with a shared future for mankind, but also an inherent need for China's high-quality development, ecological civilization construction and comprehensive ecological environment governance. The carbon neutrality strategy involves in-depth social and economic development transformation, aiming to achieve low-carbon or even zero-carbon emissions and increase exchange rates based on technological changes, and is a major opportunity for sustainable development.

     After the establishment of the Institute, the purpose of the institute is to actively respond to and assist the country's dual-carbon goal, gather all forces to innovate carbon neutrality technology, promote national dual-carbon strategic policies, cultivate talents in the field of carbon neutrality, hold carbon neutrality related activities, and efficiently promote the implementation of carbon neutrality industrial projects, becoming an indispensable high-end think tank in the field of carbon neutrality.

     After the establishment of the institute, all parties worked together to integrate the existing advantages and scientific research forces in the field of carbon neutrality technology, form a high-level scientific research team engaged in carbon neutrality science and technology research, and build a domestic and international forward-looking innovation chain to support the development of the carbon neutrality industry chain. Actively support research projects in the country, ministries, commissions, provinces and cities, lead academic highlands, participate in the formulation of standards in the field of carbon neutrality, innovate a package of carbon neutrality solutions, strengthen research in key carbon neutrality fields such as renewable energy production, efficient energy storage and conversion, carbon monoxide capture and transformation, and actively lay out science and technology finance based on the implementation of financial support projects, guide the aggregation of green industry-related industrial chains to achieve efficient implementation of government, academic, research, finance and industry integration, and jointly explore the creation of a pilot demonstration zone for carbon neutrality.

     With green finance, carbon neutrality technology, low-carbon scientific and technological innovation products and services, and carbon sink trade as a medium, we will build an international cultural exchange platform for China through Quanzhou, and focus on displaying the broad Chinese cultural gene bank of Chinese culture and act as a firm practitioner of the "Belt and Road", "Maritime Silk Road", "Carbon Emission Reduction" and "Carbon Neutrality".
